Affordable Homes in Gwennap

Planning Application Submitted for 10 Affordable Homes in Gwennap, Redruth

Cornwall Community Land Trust are pleased to announce that we have submitted a planning application for ten new 100% affordable homes in the Parish of Gwennap – seven for rent and three for Shared Ownership sale. 

The process of site selection and setting out basic design principles was initiated by the local Gwennap Housing Working Party (HWP), ensuring that the project has been led by the local community.

Working with a team of local consultants, we have designed a scheme that both answers in part the registered housing need within the Parish whilst also respecting the rural location of the site.  As a result of meeting with local residents at consultation events in the Parish over the summer of 2022, we have addressed, where possible, the concerns raised including the provision of additional visitor parking.

The proposed mix of house-types, sizes and tenures, which accords with Cornwall Council’s Affordable Housing SPD and has been agreed by the Council’s Affordable Housing Team Officer, is as follows:

  • 4 x 1.5 bed, 2-person bungalows
  • 2 x 2 bed, 4-person houses
  • 2 x 3 bed, 5-person houses
  • 1 x 3 bed, 6-person house
  • 1 x 4 bed, 6-person house

The homes for rent will be set either at affordable or social rent, depending on the level of government grant that can be secured for the scheme, and the Shared Ownership homes will be sold at a percentage share of the open market value with rental payment on the remaining share.  All of the homes will be restricted for occupancy by people with a connection to the Parish of Gwennap.

The planning application is proposed under Cornwall Council’s Policy 9 Exception Site policy, which means that only a development for 100% affordable housing tied down through a S106 Planning Agreement can be proposed on this site.  The homes will not be able to be sold on into the open market, cannot be sublet as AirBNBs or holiday lets for example, and will not be subject to Right to Buy, remaining as a community asset in perpetuity.

The Planning Reference is PA22-11067 where the full proposal can be viewed and comments and messages of support are welcomed.

Members of CCLT will also be attending the meeting of the Gwennap Parish Council on 14th February 2023 at which the scheme will be considered.
