Background
Cornwall Community Land Trust has been a successful charity, delivering more community-led affordable homes since first established 16 years ago than any other CLT in the country, with a growing pipeline of new projects and in the context of substantial housing need throughout its area of benefit – Cornwall and the Isles of Scilly.

CCLT seeks to make this appointment in the context of a transitional plan which could permit the postholder to extend their working days.

Circa £45-55,000 (fte) depending on relevant experience and prior demonstrable success.

Indirect Supervisory Responsibility for
CCLT Development team and all staff; consultants engaged with CCLT projects. Others involved indirectly with CCLT projects.

Main responsibilities of job:
To advise the Board on, draft and ensure the delivery of a sound corporate strategy and business plan. Ensure statutory responsibilities are fulfilled and good governance is provided. To explore, identify and secure new opportunities to strengthen and grow the work of the charity. To manage personnel and to advise and support the Board and shareholding members. Maintain good public profile for CCLT. Ensure sound financial planning. Support the Development team in the delivery of the Cornwall Community Land Trust’s affordable housing programme; including directly for CCLT and as development agent for local CLTs and housing associations.

Main (Collective) Duties and Responsibilities:

1  To oversee the delivery of all aspects of Cornwall Community Land Trust’s charitable objectives, and in particular the efficient and sustainable delivery of CCLT’s social and affordable housing programme. 

2  With the Co. Sec. ensure the highest standards of good governance, proper application of rules, adherence to regulatory requirements (in respect of the FCA, Regulator of Social Housing etc) and compliance with all legal undertakings with lenders, funding partners and others. To ensure that all required indemnities and insurances are in place in support of the staff, officers and directors of the charity.

3  To ensure the financial sustainability and security of CCLT, and that it has a sound basis for the delivery of its charitable objects and development programme. To oversee and support the Finance Officer in this regard.

4  To support and manage CCLT’s Board; to organise and service all Board meetings, activities, training, strategy, governance and policies reviews; facilitate and undertake Board member recruitment and to support the Co. Sec. in the recruitment and management of new shareholding members.

5 To explore, identify and secure new opportunities for CCLT. To promote CCLT as an ambitious charity. To strengthen the organisation, promote innovation and to enable CCLT to enhance and grow

6 To support the Development Team in its promotion and delivery of CCLT’s programme of community-led affordable homes.

7  To maintain good working relationships with funding and development partners, Cornwall and Isles of Scilly
Councils and network of planning and construction industry professionals

8  To seek new opportunities and to ensure CCLT is able to adapt the changing circumstances, challenges and opportunities.

9  To maintain and develop a strong public profile for CCLT and to ensure its good name and strong reputation as a leading charity in the field of community-led homes and high quality, low carbon homes.

10  To support and manage all CCLT members of staff and Board members. Be responsible for staff recruitment, staff contracts, support and management of staff, including staff appraisals, management of entitlements and related matters.

11  To prepare and provide regular CCLT newsletters and public reports, for member/shareholders and supporters.

12  To support the Co. Sec., Finance Officer and Chair of Finance sub-committee in respect of all internal and external audits and stress testing exercises.

13  To help promote CCLT projects including at community level and including the undertaking of community consultation activities.

14  Support staff in the long-term stewardship of completed homes, including re-sale procedures and the management of existing leases and defects.

15  To keep appraised of policy development relevant to the post, updating policies and practice when appropriate.

16  To maintain confidentiality of information acquired in the course of undertaking duties.

17   To undertake other duties as required by the Board
